Tender Deposit: A non-refundable deposit of P150.00 (One Hundred and Fifty Pula only) shall be paid to Francistown City Council prior to collection of the Tender Document. Youth owned companies shall pay 50% which is P75.00 (Seventy-Five Pula only) of the tender fees as per the Presidential Directive CAB 14 (13) 2015 upon submission of Form 2 of company extract and IDs for Directors and Shareholders. Payment should be made at Revenue Office No. 871, Civic Centre during working hours between 07:30 and 12:45 and from 13:45 to 15:30 except during public holidays and weekends.
Document Delivery: Parts of each tender offer communicated on paper shall be submitted as one (1) original document, plus three (3) bid copies of the original marked “Copy” two of which shall be collected after contract signing. Tender offers should be submitted at Office No. 827, Adjudication Secretary. The closing time for receipt of tender offers is 09:00 on 18th December 2020 and the opening of tender offers will be done immediately after closure in the Civic Hall, Civic Centre, Francistown in the presence of bidders wishing to attend. Late tender offers shall not be accepted. COVID-19 protocols shall be observed.
Qualifying Criteria: The contract will run from the date of signing the contract to 31st March 2023. Bidders who are domiciled in Botswana shall, in order to be considered for award of the contract, be 100% citizen-owned companies and must be registered with the Public Procurement and Asset Disposal Board Code: 103 – Collection and Disposal of Hazardous Materials, Sub-Code: 02 – Refuse Collection and Disposal Services. The company shall own or have an intent to lease a refuse compactor truck of at least 4000kg unladed weight. Price margin will be applied to bids that qualify under the Economic Diversification Drive Scheme in accordance with Presidential Directive 11 of 2010 and the Local Procurement Scheme. Presidential Directive CAB 14 (13) 2015 on the price preference as per the Local Procurement Scheme (LPS) will apply in this tender for Packages C, D, F, and G which is 50% of the packages. This applies only to companies owned by youth, women, and people with disabilities, residing within the locality of Francistown. The tender will be awarded in Packages; No bidder shall be awarded more than one package unless there are compelling reasons. Local Authorities Procurement and Asset Disposal Act’s Standardized Conditions of Tender apply to this procurement, for which all the applicable Tender Data is contained in the Tender Documents. Notwithstanding anything in the foregoing, the Francistown City Council is not bound to accept the lowest or any tender offer.
